Dr. Lalaine L. Mortera is articulate and has a melodic voice. It is a voice that will wake you up if you are slumbering after the last speaker put you to sleep. She has a good sense of humour, she is friendly, accommodating and very patient. I believe that she has plenty of practice in being patient because she is a doctor.
Lalaine . L. Mortera is the current program manager of the TBLINC PTSI Project for the Private Sector and is currently in active clinical practice. She is both a Fellow and a Diplomate of the College of Physicians (PCP) and the Philippine College of Chest Physicians (PCCP) and is affiliated with the Lung Centre of the Philippines, MCU Hospital and the Medical Centre in Manila.

She is the current Executive Secretary of the Board of Directors for the Philippine Coalition against Tuberculosis (PhilCAT). In March 2009, she was conferred the Manuel L. Quezon Award as Outstanding Physician in recognition of her exemplary contribution in the achievement of NTP targets for Metro Manila.
She is responsible for setting up the following: DOTS Centre in Private Hospitals and Clinics; the Training of Med-Techs for Direct Sputum Smear Microscopy (DSSM) with World Health Organization standards; DOTS Provider Training for DOTs Team; TBDC Training (TB Diagnostic Committee), PDI Orientation (Pharmacy DOTs Initiative; Policy and Governance Support for LGU’s; (No Rx, no dispensing of Anti-TB Drugs.
Presently, she is the co-investigator for the TB Prevalence Survey in prisons and jails, a PTSI research endeavour in collaboration with DOH, ICRC, BuCor, DILG, WHO and PCHRD. She is the principal investigator for the Incidence of Active Tuberculosis amongst Health Care Workers with Latent TB Infection which is being conducted at the Manila Doctors Hospital.
The list of her achievements is longer than my two arms joined together. I can understand her commitment because I have met her in person. I heard how passionate she is for her choosen profession. If all doctors were like her then maybe we would have less people to be treated as she is always prepared for an emergency./TE
